Holly Grove Mansion

The iconic Ruffner Mansion, constructed in 1815, is believed to be the oldest surviving residence in Charleston—predating the entire West Virginia State Capitol Complex. Today, it stands proudly beside the Governor’s Mansion and is entering a new chapter as the future home of the State Historic Preservation Office (SHPO).

Mills Group is honored to be working with SHPO to thoughtfully rehabilitate and adapt this significant historic structure for modern public office use. The project began with a comprehensive documentation of existing conditions, utilizing laser scanning and high-resolution photography to create a detailed digital 3D model. This model formed the foundation for accurate as-built drawings and informed the preservation planning process.

Our team conducted a thorough assessment of the mansion’s character-defining features, structural integrity, and maintenance needs. Based on these findings, we are developing a preservation strategy that honors the building’s historic fabric while meeting contemporary building codes and accessibility standards required for state office occupancy.

This project reflects our shared commitment to preserving West Virginia’s architectural legacy while supporting the evolving needs of its public institutions.
